Sanjay Kaul Partazi says Safapur is a place near Tulmul 3-4 kms from Kherbhawani. The word safapur has come out from the original word sabhapur. It is said when Lord Rama during 14 yrs Banvas visited Kashmir , He called a meeting of Rishis/sadhus at that place That is why the place was named as sabhapur. After visiting this place Lord Rama travelled Towards north kashmir & the name of the place he stayed is known as RAMHAL. It is said that the Footprints of Ramji still exists there.
