I was reading a very old book - Kashmiri Pandit by Anand Koul written in 1924 and it has a table at the end on Kashmiri surnames. Interestingly the surname Kaul is never spelled as Kaul through the whole book. It is always written as Koul. This is most likely a recent change.

The surname Kaul may have originated from the Sanskrit word Kaula 'Well Born' (from Sanskrit Kula 'Family'). The surname Kaul may have been derived from Mahakaul (The Great Kaul), which is an epithet of Shiva. This has led many scholars to believe that all Shaivas of Kashmir could have been Kauls. This view, however, is not supported by too many scholars. Kaul equates to Kula (clan in English) in Sanskrit. Clan is Klane in German.

Indian (Kashmir): Hindu (Brahman) name, from Sanskrit kaula ‘well-born’ (from Sanskrit kula ‘family’). According to Koul (1994), the surname Kaul is derived from Mahakaul meaning ‘the great Kaul’, which is an epithet of the god Shiva.

Two variations of this name exist - Koul and Kaul. I am not aware of any difference between the two, but would like to know if there is a difference.
