Leela says Yes, but Kashmiir spelling is usually with an "o" instead of the "a" (in Punjab). So this can be a Kashmiri surname, and it can be from other part of the subcontinent as well.

Sanjay Raina says This surname "Chaudhry" is not 100 % Kashmiri. This can be found in Jats,punjabi,rajput. western UP and Bengali surnames also
